Special Rules
“The Defiler”
Azog can call a Heroic Move or Combat for free in order to charge an Enemy Hero, though only he will be affected by heroics called using this rule. Additionally, he gains the Blood and Glory Special Rule. Any models targeted by strikes from Azog’s mace, and survive, immediately suffer the Bash Special Strike.

If Azog has slain one enemy Hero he gains the Resistant to Magic and Terror Special Rules. If he slays two, he may re-roll To Wound rolls. If he slays all enemy Heroes, he gains the Mighty Hero special rule. Additionally, Azog may ignore Heroic Tiers when calling a Heroic Challenge.

Azog’s Guard
For each Hero Azog slays, increase the Fight Value of all friendly Blackshield models within 6” of Azog by 1 (max. 3). They will also be affected by his “General of the North” Special Rule.

If Azog suffers a Wound in combat from an enemy Hero he must apply the Survival Instinct special rule.

This is a really interesting Legion idea - you're trading Gundabads from the Pits of Dol Guldur Legion for Blackshields, which are pretty similar in profile (except for the F2) but come in slightly cheaper. Azog looks pretty balanced, though getting to two-hand with his mace without taking the stone flail will make him do a lot more damage than his usual infantry self will do (no Warg is a pretty nice balance, though). Free moves/combats with restrictions on how it can be used isn't as good as the Pits, so I fear that most opponents will just try to send warriors his way to keep him from getting to their heroes. Since his rules progression only occurs when killing heroes, he may just be a two-handing Azog at that point. Very thematic and balanced Legion, mate!
